Replace Action

Replaces the action with the given id. The request replaces the lists applicationNames, subsystemNames, and urlFields, so an omitted list is cleared. The optional description and dpxlFilter keep their stored value when omitted: send an empty string to clear them. A request that changes isPrivate fails with 412 Precondition Failed.
